In the lead-up to the September regional elections in Germany, a coordinated disinformation campaign linked to Russian state interests has intensified efforts to influence public opinion, particularly in the eastern federal states. Investigations by Swiss and German media reveal a systematic spread of fabricated news videos and falsified newspaper front pages aimed at discrediting mainstream German politicians and benefiting pro-Russian parties.
Scope and Methods of the Disinformation Campaign
Beginning in late June, the German-language segments of social media platforms have seen an upsurge in deceptive content targeting political figures ahead of the elections to state parliaments in Saxony-Anhalt and Mecklenburg-Western Pomerania, municipal elections in Lower Saxony, and the Berlin House of Representatives vote. According to the investigative project Antibot4Navalny and reports published by Neue Zürcher Zeitung (NZZ) on July 25th, at least 135 short videos containing false claims were identified within a month, alongside 18 doctored images mimicking the front pages of established German outlets such as Frankfurter Allgemeine Zeitung (FAZ), Süddeutsche Zeitung, and Die Zeit.
These fabricated materials were primarily disseminated via the social network X (formerly Twitter), with additional distribution on Bluesky and TikTok platforms. The fake videos often mimic the visual and editorial style of reputable German media, a tactic designed to lend credibility and confuse audiences. For example, a video posted on X on July 10 falsely depicted Saxony-Anhalt’s Minister-President Sven Schulze (CDU) allegedly planning to finance the construction of a "new Berlin Wall," accompanied by the FAZ logo to imply authenticity.
“The disinformation campaign deliberately targets candidates from all Bundestag parties except for the far-right Alternative for Germany (AfD) and the pro-Russian Union of Sarah Wagenknecht (BSW),” notes investigative findings from Die Zeit and NZZ.
Political and Economic Implications
Security agencies in Germany are actively investigating the origins and organizers behind these operations. The Federal Office for the Protection of the Constitution has acknowledged awareness of these fake materials and their probable connection to the Kremlin-affiliated "Matryoshka" bot network, which has been previously implicated in similar influence campaigns.
Such disinformation efforts are consistent with Russia’s broader strategy of investing heavily in information warfare abroad. According to reporting by Le Monde, Russia allocates approximately €1.3 billion annually on propaganda operations outside its borders. In stark contrast, the European Union’s budgetary commitment to enhancing media literacy and resilience against disinformation is projected at a mere €5 million for 2025.
The timing and scale of the campaign raise concerns about the structural vulnerabilities in Germany’s democratic processes and reflect a deeper geopolitical contest over information dominance.
