IMF Approves €604 Million Disbursement to Ukraine Amid Structural Reform Delays

The IMF affirms satisfactory performance under Ukraine's EFF program but flags delays in key reforms while releasing a second tranche of funds.

The International Monetary Fund (IMF) has completed the first review of Ukraine's four-year Extended Fund Facility (EFF) program, authorizing an immediate disbursement of approximately €604 million (US$690 million) to Kyiv. This decision comes amid the ongoing conflict with Russia and reflects a complex interplay of fiscal discipline, reform efforts, and international support.

The IMF's Executive Board noted that Ukraine's overall performance under the program was satisfactory, with all quantitative performance criteria met as of the end of March. However, the Fund highlighted delays in the implementation of several structural reforms, which span fiscal, governance, anti-corruption, energy, and financial sectors.

Context and Economic Implications

This tranche marks the second payment under the EFF arrangement, bringing total disbursements to approximately $2.2 billion (€1.9 billion) out of an approved $8.1 billion (€6.8 billion) facility. The financial support aims to cover a significant budget deficit of $136.5 billion over four years, underpinning Ukraine's macroeconomic stability and reform trajectory amid wartime conditions.

"Ukraine continues to demonstrate remarkable resilience in the face of Russia's destructive war," stated IMF Managing Director Kristalina Georgieva. She emphasized the role of prudent policy backed by the IMF program and strong international backing in maintaining macroeconomic and financial stability under extraordinary circumstances.

"The combination of sound policy and robust international support has preserved macroeconomic stability despite the ongoing conflict," Georgieva noted.

Despite these positive notes, the IMF warned of deteriorating economic prospects. The intensification of attacks on critical infrastructure and the broader geopolitical impact of conflicts involving the U.S., Israel, and Iran have contributed to a downward revision of Ukraine's GDP growth forecasts. The Fund projects growth to slow to between 1% and 1.6% in 2024, down from 1.8% growth expected in 2025, though growth is anticipated to accelerate to 3.5% by 2027.

The structural reforms delayed under the program relate to essential pillars of Ukraine's economic transformation. Reforms in governance and anti-corruption are critical for institutional strengthening, while energy and financial sector reforms are vital for long-term sustainability and alignment with European Union standards, a prerequisite for Ukraine's EU accession aspirations.

Approved in February 2024, the EFF arrangement is part of a broader international aid package totaling $136.5 billion (€115.6 billion), including contributions from the World Bank, EU, UN, and the Ukrainian government. This package is designed not only to stabilize Ukraine's economy during the conflict but also to support post-war reconstruction and integration into European markets.

A recent report by the World Bank and other agencies estimates that Ukraine will require nearly $588 billion (€498 billion) over the next decade for comprehensive reconstruction efforts, underscoring the scale of economic challenges ahead.

Ukraine's situation echoes historical precedents wherein countries recovering from conflict rely heavily on multilateral financial institutions to stabilize economies and implement reforms.
